Subhash Nagre believes that since the system has failed a power has to rise. Thus he fights for the justice of people. So people started approaching for justice, thus people made him their '
Sarkar'. The opening scene show that a rape victim's father approaching
Sarkar for justice (that the rapist has to be punished in his lifetime
atleast) which
Sarkar promptly takes the case and punishes by having the rapist beaten up by his henchmen(under the leadership of
Chandar).
Madan Rathore Chief Minister puts forth his problem about
Khurana(
ahimsa politican) demands but
Sarkar rejects it for the sake of his people.
Sarkar's upright son,
Shankar returns from the United States with his ladylove
Pooja after completing his education there. He has plans of setting up software company aboard with
Pooja.
Pooja doubts about
Sarkar's image and reports
Shankar, who firmly believes in his father's righteousness and this lead to disagreement many times and they split up in later half of the movie.
While
Sarkar other son, Vishnu a producer who is keenly interested in the film actress
Sapna than his wife
Amrita.Vishnu is interested in making money than following his father's righteous path. Vishnu revives his ties with
Vishram Bhagat(who is thrown away from
Sarkar group as he is not good man) which is against
Sarkar's wishes.
One day, a Dubai-based don,
Rasheed(has done lot of crime and murders) tries to strike a deal with
Sarkar. For which
Sarkar promptly refuses on moral grounds and also forbids him from doing it himself.
Rasheed then decides to kill
Sarkar for establishing his business in India.He seeks the help of
Vishram Bhagat,Silver Mani(
Sarkar's former associate),Swami
Virendra.They come up with a big conspiracy.
They planned to initially separate Vishnu from
Sarkar.
Vishram Bhagat provokes Vishnu to kill film actress
Sapna's lover on the film sets. And then trap
Sarkar for assassinating
Ahimsa political leader
Khurana (who is against policies of
Sarkar). Everyone, including Vishnu believe that
Sarkar is guilty but
Shankar has deep faith in his father.Vishnu and
Sarkar argues and thus results in
former's expulsion from house. Thus Vishnu seeks refuge in
Vishram Bhagat camp.
Madan Rathore also blames
Sarkar and thus
Sarkar gets arrested.
Shankar now takes over the position of
Sarkar temporarily. On learning of a plot to murder his father in prison, he approaches the police commissioner who insults him, hesitates to provide protection.
Shankar then goes to seek help from Silver Mani where he comes to know mega alliance against
Sarkar.
Shankar escapes death trap with help of
Sarkar's loyal man Khan.
By the time he reaches the prison,
Sarkar is already shot by unknown. People believed that some third party intervention is there
in between Sarkar-
Khurana relations and thus
Sarkar is later acquitted. He remains bedridden and apparently retires as
Shankar takes on
Sarkar's enemies. Meanwhile, Silver Mani, Swami and
Rasheed try to convince Vishnu to murder
Sarkar. Vishnu returns home pretending to be good man who has changed from past times.
When he approaches
Sarkar in the dark of the night with the intention of murdering him,
Shankar stops him and later kills him.
Shankar eliminates Silver Mani,
Vishram Bhagat and
Rasheed with his business tactics. He also succeeds in making Swami co-operating with him for trapping
Madan Rathore (who also played a part in the attempt to end
Sarkar and his rule).
This results in legal action against the Chief Minister. The closing scene shows that
Subhash relaxes in his room and people approaching
Shankar(
Sarkar) for justice..
