Subhash Nagre believes that since the system has failed a power has to rise. Thus he fights for the justice of people. So people started approaching for justice, thus people made him their 'Sarkar'. The opening scene show that a rape victim's father approaching Sarkar for justice (that the rapist has to be punished in his lifetime atleast) which Sarkar promptly takes the case and punishes by having the rapist beaten up by his henchmen(under the leadership of Chandar).
